Validation question

I have a page that sometimes validates and sometimes does not. It all
depends on a tag attribute that Dreamweaver puts into it's <img> tag.
Sometimes the W3C validator (http://validator.w3c.org) will tell me that the
"name" attribute is not valid for HTML 4.01 Transitional. And other times
it will skip right by it and tell me my page is valid. I don't know what is
correct and it seems if I remove the name attribute from the <img> tag my
Navigation bar script doesn't want to work right. (Default script from
within Dreamweaver)
If you want to look at my code it is currently comming up valid with the
name attribute in place at: http://www.newwinecc.org/index.html
I copied the text from the validator to my HD just incase tomorrow nothing
works, I'll have proof that I wasn't going crazy at 2:30 a.m.
