navigation frame problem

I have a page consisting of 2 frames (top and bottom).  The top is reserved
for a navigation page which is done with java drop down menus just like
Microsoft uses in their site.  The problem is that when you hover over any
of the menus, the drop down apppears to go behind the bottom frame.

How do you make it so that these menus drop down on top of the bottom frame?
