It started in the pre-Windows 95 days because we were stuck with the old
MS-DOS 8.3 filenameing convention where filenames were not allowed to be
larger than 8 characters and extensions were limited to 3 characters.   Many
early editors like FP defaulted to .HTM rather than .HTML.

.HTML is the correct extension, although almost all hosting companies allow
both.  Some insist that the "home page" be "./" and some NT sites
insist on "default.htm" by way of retaliation.
