Concern about being able to download a web based document is misplaced.

How does anyone get access to any file via the internet other than by a copy
being downloaded to their computer?

As such, concern about being able to modify the document becomes the sole
concern.

In this case, Adobe's PDF format is one solution you should look at.

Adobe Acrobat is c.$249. Alternatively, Adobe Photoshop allows you to save a
copy of an image file in PDF format.
