There is a system that I use on my site at http://www.gedx.com.
Take a look. If you like it, there is a link to Joust on the bottom
of the menu frame on the left. I like this since it is easy to
implement, has a lot of features (including a noframes option and
also moving the menu to a separate floating window) and is free.
