what version of NN are you using?  NN4.7 is compatible with the no-repeat,
(at least I've gotten it to work for me) 4.5 is supposed to be compatible. I
don't see any typo's in your code.  This is the format I've used:

           BODY {background-image: url(image.jpg);
                 background-repeat: no-repeat}
