Some browsers/versions simply don't like empty A tags, I'm afraid. Those
that don't tend to produce erratic results when confronted with one, as
you've just discovered. Quote here from the HTML 4.0 spec:

Note. User agents should be able to find anchors created by empty A
elements, but some fail to do so. For example, some user agents may not
find the "empty-anchor" in the following HTML fragment:
<A name="empty-anchor"></A>
<EM>...some HTML...</EM>
<A href="#empty-anchor">Link to empty anchor</A>
