Emailing services

I have a client who has a construction company that is wanting to target
related businesses in the construction industry with an email about his
company.

If anyone knows of an ethical email service that would have the ability to
target this specific industry, please email me off-list.

I would post this on the HWG-Marketing list but the last time I received
anything on that group was April, 1999.  I'm afraid no one is still alive
there.
