One way to make sure of a border around a table, (at least in the late
versions of both browsers), is to create a table less than 100% and center
it. In this way you allow the background to show all the way around.

Remember however, that in Netscape, you must color the background of the
TABLE and not just the cell. Netscape often ignores the <bgcolor="whatever">
in a cell.

For simple "white space" inside a table, the use of <blockquote> seems to
work in both browsers.

Note also how Netscape dropped the red background in the dividing cell
between the links and the body.
