FYI:
I found this information in the HTML 4.01 specification on the W3C's
website.
It's in appendix B- Performance, Implementation, and Design Notes,
section 4- Notes on helping search engines index your Web site.
Specifically, section 4.1.2- Robots and the META element

There's also good information on how to control robots using a text file on
the server. It's in the previous sub-section, 4.1.1- The robots.txt file.
