I had it working, but I would rather change the way it works so that every
file is not checked. I was looking at XBitHack, but can't figure it out, and
your suggestion below produces an error in my logs - AddType not allowed
here.

the extension can be anything you like just add

AddType text/html .html
AddHandler server-parsed .html
AddType text/html .htm
AddHandler server-parsed .htm

in a .htaccess file.

For the include file:  <!--#include virtual="/menu2.inc"-->
And the page you are using it on should have the SHTML extension.  I create
the file in notepad, and be sure to save it with the INC extension.
