Graphics Program

Hello All,

I am looking for a good graphics program for editing pictures and clip art.
I have heard alot about photo shop, however I can not afford to purchase
this program, I am unable to work do to a medical injury and on a limited
income, I have decided to check out web design because I can work from home
with more freedom and a slower pace.

Anyway I am looking for a good Graphics editing program that is not to
expensive, I hope you guys can help me out.
