Applet Text Colors

Hi,

I have an applet that I want to change the text colors on, but I'm not sure
how to do it.  Part of the code is:

<PARAM NAME="TextColor" VALUE="253|232|161"><PARAM NAME="BackGroundColor"
VALUE="0|0|0">

The above results in a yellowish color test.  I want to change it to bright
blue.  The only instruction that came with the applet was that you could
change the text color using colors from the RBG color charts.  But those I
looked up had hex color codes . . . nothing that seemed to "fit" into the
above text color value scheme.  Can anyone help??  You can see the applet
