"No Character Encoding detected" problem

Could someone help me with something I know I'm doing wrong, but can't
figure out the CORRECT choice?

First here is my Validation results:

Web site of course is:
http://totalwebworks.com

It says "No Character Encoding detected!"  But I can't seem to get figured
out what *IS* Correct, because every time I try to put it in, it won't
validate at all.

Please help ? What is the *correct* character encoding and how & where does
it go?
