Do you mean a set of nested tables to try and get a "picture frame" effect?

If so, have a look at http://www.skyboom.com/bwdt and
http://www.skyboom.com/bwdt/bwdt.html - the second looks best in IE4 or IE5
(it uses CSS to create a raised effect).  Both use nested tables to get a nice
(well, in my opinion anyway) picture-frame effect.
