Yes--sort of--BUT
Remember, each page called to the scrolling part is a separate page and must
have the CSS. I would imagine the easy thing to do would be to use an
external style sheet (.css) file and call it to each page.
Having made the above pompous statement without trying it out, (I never use
frames), it is only fair that I mention this fact.
