Some questions:

1.  What is purpose of the application?

2.  Who will be using it?

3.  What is their relative level of computer experience?

4.  Where do you want it to fall on this scale -

Long learning curve/
experienced users can 
work quickly

Newbies pick it up immediately/
Application is somewhat cumbersome
for power users

I don't know of any GUI for Dummies style reference.
