Need information - Form

THe following is keeping my popup pages from validating. I am wondering what
is missing. I understand that forms need action tags but the site that I
read about popup windows had this in this syntax. Any help is appreciated

<FORM><INPUT TYPE="SUBMIT" NAME="closer" VALUE="Close Window"
ONCLICK='self.close()'></FORM>
