Ken--
It might be easier to use just one table, with the top right (header) cell
set to colspan="2". That way the borders between first and second cells in
each row will want to line up.
Also, check the width of the menu gif--you probably want it to be 142
(150-8).
And it might be better to use td bgcolor="#003399" for the two colored cells
if you want them filled with blue.
