You can spend a lot of money at this and not get the results you want. My
experience with programs that do this for you is not good. If the website
is important enough to require meta tags so that it becomes commercially
viable, you should do it yourself.
Websites that offer this service usually won't put the effort into it that
is required and I don't think the current software out there is up to it
yet.
A certain amount of investigation of the competition is required, and tags
should be optimized for each individual webpage. To get started, visit
