Text File - database - password

Hi all,

What is the easiest way to do the following and is the price mentioned in #3
a reasonable fee?

CLIENT SENT THIS TO ME:
1. This person was able to take the file that I sent you and convert it into
a database that customers could search through to find the products they
wanted. They could somehow click on the product and enter the quantity and
it would put together an order.

2. He was also able to take a file with our customers listed and set up a
user and password for each one.

3. The cost that he had given me was less than two thousand dollars to set
the whole thing up and about one hundred and fifty dollars per month to
update the site and pay for the hosting.
