I may be out of the loop, but I don't recall any previous posts saying that
CSS wasn't keeping up with technology.
You may want to read some of the great articles in www.alistapart.com,
especially this one: http://www.alistapart.com/stories/fear/index.html
Very old browsers often can't handle CSS. All but the simplest CSS fails on
some of the moderately old browsers, as I recall, but most newer browsers do
a pretty good job. I try to use the more reliable CSS features and forget
any proprietary ones Microsoft or Netscape offered. There are lots of charts
of which attributes are well-supported on-line. (one is at:

I use CSS a lot, and am not having major troubles. Code with CSS tends to be
less bulky and it opens a lot more possibilities with the layouts.
Take a look at some of your favorite sites. I think you'll see that most of
them are using CSS now.
