Take a look at http://www.w3.org/TR/html401/ Have a look at the SOURCE of
that document - what DTD does this page on the W3C's own site (the HTML 4.01
Specification, no less) use?

Nothing more....
Curious. Is the W3C, who publish the recommendations, not practising what
it preaches? Perhaps it is only a requirement in XML and XHTML, but not in
HTML4.01?

The URI used as a system identifier with the public identifier allows
the user agent to download the DTD and entity sets as needed.
If that's true, perhaps Netscape 6 has some problem interpreting the DTD
when it is added?
