Susie,
This is short for Cascading Style Sheet. It is sometimes used in
conjunction with .HTML pages. Loosely stated, it formats the contents of
the web page for fonts, color, and much more. A style statement is placed
in the <HEAD> of the .HTML file that directs the viewers browser to look in
the external .CSS file for formatting instructions.
They are valuable because you can use one style sheet to format many web
pages. It also makes changing the look of many pages easy since you need
only edit the style sheet file, not every web page.
You can edit .CSS files with a standard text editor, but there are several
CSS editors out there that are much easier to use. I like TopStyle from
http://www.bradsoft.com
