ISO-Latin-1 Set character of © and the numeric code of ©

I have read somewhere (not able to give confirmed documentation) that it
is best to use the numeric codes, taking into consideration of those
that are viewing via *foreign/international monitors* (other than
english viewers -- I know I didn't explain this right).
Can anyone provide documentation for this *theory* of mine?
