You specify the background color in your body tag. I see you have done
this, but your body tag is in the wrong place. There is no such element
as <SIDEBAR> in HTML4.0, which is where you are specifying your table's
(on the left) width, bgcolor, etc attributes.
Place your BODY tag directly after your /HEAD tag, start your table,
define your bgcolor for the left side navigation cell in your first td
tag. Continue on with the body content in the next td.
In general, nothing should be between your /HEAD and your BODY tags.
