Using a PC, Win95, if the image is smaller than the point size of the
alt text, then the viewer will not be able to read the alt text that
shows prior to image loading. But, once you mouseover the image, then
you can read the entire alt text.

PC's will not display all the alt text, prior to image loading, if the
image is smaller than the point size of the text. The viewer will see
pieces of the characters, which are illegible.

The text-only viewers should be able to read the complete alt text, once
moused over.

Same as above ... the text-only viewers *should* see the complete alt
text once they pass their mouse over where the image box lies (someone
correct me if I'm wrong).
