I want to add buttons to a web page and would like for them to have
mouseovers. I've tried using a Java applet but I'm not totally happy
with the delay when Java loads and the size of the script. I'm also
concerned about compatibility between browsers.

Use javascript. There are mouseover machines that will generate your
code, on the fly, but be careful of compatibility issues. Here is a url,
courtesy of a fellow guild member, Larry Coats, that addresses the
compatibility and validity issues w/ javascript rollovers and using
arrays, instead of NAME attribute:
