It's all free.  Perl is Open Source, as is Apache (which is a web server you
can use to parse CGI scripts.)

There are also low-cost tools that can help.

Hello everyone!

I have been studying for quite a while now to get in the web design field,
but have never quite been able to figure out exactly what I need and how to
go about learning PERL/CGI scripting.

I've been told that you need a web server to make it work, but
unfortunately, I don't have that kind of money.  Is there any way that one
could learn PERL/CGI on their home computer without having to pay obscene
amounts of money to do so?  Thanks in advance!
