Title tag placement in <head> tag

On another discussion list, someone made the following comment:

I was taught <html><head><title></title></head> etc. and have always placed
other tags such as <meta><style> etc. **after** the title tag. The title tag
has always immediately followed the head tag.

Does it really matter where the <title> tag is located in the head? And why?
