Howdy Jim!
You have a valid point about what may or may not happen in this
circumstance. However, when I tested the example given and hovered the link
in Opera 7, Mozilla, and IE6, all three showed the link in the status bar as
page.html#1" (including the quotation mark in the link.) I thought it was
simplest to say that link does not exist.
