Another problem with that attitude is that many office employees use
computers (and thus, browsers), over which they have little or no control as
far as upgrading to newer version browsers or any other type of software.

My advice if you're starting new is to NOT make everything geared only to
the newer versions.  There is a large enough group of people (like me for
instance) that purposely stay a version or 2 behind the latest and greatest
releases just to make sure that all the bugs are worked out before I
upgrade.  As a result of my doing this, I have saved myself a lot of
headaches over time.

Don't ignore the group that doesn't choose to update their browser to the
newest standard.  It IS normally possible to create sites that work across
the wide spectrum of most available browsers.
