Redirection

Can someone give me sample html in order to do a redirect, meaning when
someone types in a URL I want to send them automatically to another page
without them realizing it.

The html I am using is:

<html>
<head>
<meta http-equiv="Refresh" Contents="0";
URL="http://www.deafsite.com/index.htm">
</head>
</html>

...and it's not working.
