Alt effect for text links

How do I create alternate text for links?  What I am trying to do is
duplicate the effect of an "alt" tag for an image, but do it for text links.
I want a popup description of the link to appear when a user mouses over the
text link.  I've seen this done and thought I had done it myself before, but
cannot duplicate it.

Anyone have some suggestions?  I wanted to do it without using javascript if
possible, but will go that route if needed.  I was thinking some type of
mouseover effect or something would work, but am not sure...
