These options are set when saving the image,
and are not controlled by html.
In photoshop, with a JPG image, do "Save As"
and it will ask you (after asking for the name)
"Format Options" and you choose "progressive"
In photoshop, with a GIF image, do "Save As"
and it will ask you (after asking for the name)
if you want "Interlaced"
I'm sure it's similar in other graphics programs.
