Hello!  Just to add a few cents to the discussion.

Courteous and professional web managers are often using a
<.dont show me this again> cookie set, if desired, on pop ups, which
makes good sense.

IF you really want to sizzle their cranium and light a fire in their jeans,
you can _not_ offer a cookie AND pop-up the _same_ window on
every page they open of your site. lol, not recommended if you want
people to return.
