Friends,

I have been asked to support an organization that is made of Sr. HR
Administrators from all agencies in the federal government.  They have
occasional need to exchange email --sometimes to the whole group;  sometimes
to an organized sub-group; sometimes to small personally defined groups; and
sometimes to individuals.  The range of possible email address combinations
is too great and too dynamic to create predefined mailing lists.

What they'd like is an application like the "address book" in MS Outlook (or
any number of other email apps).  The problem is that we have no way to know
(or control) which email systems they have at their desk tops.

Does anyone know of a web-based application that can interface with local
email clients (of various and unknown types) and provide to those clients
any combination of individual addresses, predefined distribution lists, and
user-defined lists?

Does anyone know of a simple web-based email system (that includes an
"address book")  --ala "Hotmail") that can be easily installed, configured,
and administered?  Price would only be a minor consideration.

Does anyone have a suggestion of where else I can look for help?
