How can I allow a vertical scroll on a frame if needed, yet prevent a
horizontal scroll from appearing under any circumstance?

I have a page that contains 2 frames, the left frame being 165 pixels wide
with the "borders" set to default and noresize.  Everything works fine
unless the content is longer vertically than the initial screen.  In that
case, then a vertical scroll bar appears (fine so far), but a horizontal
scroll bar also appears.

I've searched and it seems as if maybe what I am asking is not possible.
Anyone know of a solution?
