With frames, though, the nav bar stays in the same place and never goes away. 
 Maybe I only want the nav bar on some of the pages, or maybe on the top of 
some pages and the bottom of others.  I was thinking that by just linking to 
an external file containing the code, I could keep them all the same but 
place them differently..

I too, don't dislike frames.  I think the reason frames have a bad rap is 
because too many people have made crappy frames pages.  Unfortunatly, many 
people don't take into consideration the fact that frames stay there, and 
take away space from the rest of the page, and so they end up with sites with 
the body page cut in half.  I was able to convert a couple anti-frames-ers by 
showing them a couple well built frames pages.  I think frames can be very 
useful when used responsibly. :)
