a form to send a query to an engine

Hello!

I would like to put in the site I am coding a form through which users can 
send queries to a search engine - say Altavista; the results should then be 
displayed in a new window.

1 - am I allowed to copy and paste from altavista (or the engine I choose) 
home page the lines of the form?

2 - to have the results in a new window, am I correct in assuming that

<base target="_blank" > - or similar, I keep forgetting the proper values 
for 'target'

would send the results in a new window?
