This depends on two things .. the version of WEBTV the user has, and the 
format of the chat/forum .. to be safe I would check anything out on the 
webtv developers site before adding it to my page.. all my applications are 
javascript or cgi based to avoid the inability to use JAVA in the early 
webtv versions. The latest advice and specs can be found here:
