one link to update two different frames

Hi Everyone:

I think I'm typing in the wrong search on the archives, so I beg your 
forgiveness if this has been asked before.

I have a four frame page. The client wants two separate frames to 
change/refresh  when a link in the third frame is clicked. Can you have two 
events happen within the same link button? If so, how can you do it without 
javascript?
