Well, I think Fuzzy took me out of context; I tried to be pretty
specific 'bout what I considered frames support, and about how you
_can_ use Noframes tags, but... basically, but that I don't expect the
next webmaster here will put the info into Noframes tags any more than
the last one did. And _I_ will almost certainly forget to update the
darn things at the critical moment, because I have no memory!
As to a search engine that won't index the content frames of a
frameset: Inktomi, and therefore all of the client search sites that
use their index. From Inktomi's FAQ,

"Q: Does your crawler index frames?
A: No our crawler does not index frames. This is due to
the fact that frames are created as secondary part of a page, and
website administrators do not like content linking directly to frames
(which is what would happen if we were to return a frame as a search
result). In order for us to index your site using frames, we recommend
that the main page which links to the frame contain descriptions as to
the contents of the subframes. We will index the content of the main
page and thus always re-direct our end users to the main page. Our
crawler does not read data in the <FRAMES> tag, however it does in the
rest of the body including the <NOFRAMES> tags. "
(I know, this FAQ answer ignores our ability to use javascripts to
force orphaned content pages into their framesets.)
Yes, they will index other content on the page, including Noframes...
I never said they didn't.
To be complete, I'll note that AltaVista _does_ say they index the
frames of a frameset. (I'll leave out the quote cuz this is getting
long.) They say that the frameset and each frame will be indexed as a
separate page.
