Anchor tags: what is the standard?

GoLive 4 and Dreamweaver 3 (both for Mac) place my anchor tags before
text, without any text inside: (<.a name="blah"></a>Chapter 1: A New
Blah)

That works fine in everything except Netscape 6. Jumping to those
anchor tags in N6 results in the anchored line being off the top of the
screen. In the above example, you'd have jumped to Chapter 1, but the
Chapter 1 heading would not be visible, being off the top of the
screen. 

However, if you place text inside the anchor tag (<.a
name="blah">Chapter 1</a>), then the anchor works everywhere.

Fine, but GoLive (which I use at work) makes this VERY difficult. I can
edit the tags by hand or Find/Replace command, but the moment I touch
the tags (or modify them slightly?) in the Layout mode, then GoLive
edits *all* of the anchors so no text falls between the open and close
tags. I don't mean to bash GoLive, but this is annoying. I haven't
played with DW enough to see if I can change this behavior, or what...

That said, my question (finally) is: Is there a W3C-stated standard for
how anchor tags should be set up? Are the tags *supposed* to contain
text, or is it purely optional? Is Netscape 6 just quirky in this
instance, or is it rigidly sticking to a standard? (Please, back up any
assertions with references.*) Regardless, I would like to find a way to
put text into those anchor tags.

*Yeah, I'm tired of pointless Netscape 6 bashing. IMO, N6 has MUCH
bigger problems than its treatment of HTML and other content.
