TOP O' THE PAGE

I've run into a problem with tables and graphics. I want my navigation bar to
cover up the background behing it at the top of the page (see
http://www.uncommoncon.com/UC2001/index.html for a sloppy version of what I'm
talking about).
The effect I'm going for is a set of file folders with a white page visible,
the whole thing on a black background. I made a background graphic 1800x10
pixels, with a small black area about 100 pixels wide on the left, a white area
about 600 pixels wide, a small textured area representing the right edge of the
file folder less than 100 pixels wide, and the remainder of the graphic black
(so it wouldn't start repeating again except at the very largest resolutions).
The navigation bar is a sliced-up image in a table, which looks like a bunch of
file folder tabs. I wanted the table (with black background cells) to but up
against the top of the web page, but I can't make it do that; at the moment
I've got a redirect going to a named target in the page, but this is a kludgy
solution at best.
Can anybody make any suggestions here to achieve the effect I want?
