There are a couple of ways to do this.  You can create the page in html,
view it in your browser and press "Ctrl-A" (in Windows) to highlight the
page.  Press "Ctrl-C" to copy it.  Open up Outlook Express, create a new
email and press "Ctrl-V" to paste it into the email body.

(You have to be sure your Outlook Express is set to create html).

That is one way to do it.

Secondly, you can create a program to send out html email for you.  We have
developed a program, written in php that has a web-based interface.  You
create a header and footer for your email that will be sent.  You then
simply type the body of the email and press "send".  The emails are then
sent to an email list that you can also administer through the interface.
This second solution is really nice for emails that are sent out regularly.
We use it to stay in touch with our clients.
