If it's a loading page it's probably for a Flash animation.

This is a small Flash movie clip (usually) that loops while the main Flash
movie is loading in the background.

It's done with an action script in the small movie clip (preloader) that
basically says.. if the last frame of the main movie is loaded then goto
Frame one of the main movie and play.

If you don't use a preloader, the Flash will start to stream and the motion
will likely be choppy, depending on the file size.  I was told if your Flash
movie is over 24Kb then you should use a preloader.

If the graphic effect is done with javascript, I think it's just one of the
lines of code (I don't know how to do it, but it would be another line of
the javascript).  For Flash animations, I've always assumed it was just
automatically part of the coding produced for any Flash movie.

...and maybe someone can answer a "how did they do that?" question.

How do you get a page to show up that says, for example,
"Loading - Please Be Patient"

Also, can you control the amount of time that this page would stay up?
