MouseOver

Greetings from frozen North Carolina,

Please bear with me if this question turns out to be silly.  I've got
mouseover working with some menu items that can be clicked.....the question
that I have is can a mouse over be done on an image without having to make
it clickable (i.e. without the <a href="" onmouseover=yak yak></a>)?  I'm
just curious because I cannot find an example of how to do a mouseover
without the <a href=>.
