Never being one short on willingness to share their views, here's mine . . . 

It depends.

here are the guidelines I generally use regarding this issue . . . 

<.BASEFONT> I love this venerable old tag, but it's toast under the 4.X
strict DTD. So that's out if you are writing new code.

I use a lot of <.font size="x"> now, but that's not a great way either,
because browser font preferences and relative values (<.h1>, <.h2> . . )
can scramble tightly laid-out pages.

The other relative values (<.font size="75%">) stink in tables - real bad.
Besides . . . I'm not so sure you can do a "font percent" legally anyway .
. . can you?

And Lordy, Lordy . . . <.font size="xxpx"> is a suckers bet for sure! Don't
use that.

Now, with those guidelines, you can easily imagine why I said "it depends".
It varies based on your needs as a designer.
