Here's my guess from glancing at your coding.
Your table is set to take up 100% of your screen. In order for the banner
to be centered, the two white boxes on the left and right of the banner
must be of equal width *plus* their widths must total the difference
between the width of the banner and the 100% screen width. I don't think
your numbers add up. The width of the right box is greater than the weidth
of the left box.
Reading this back to myself it sounds really convoluted; but judging from
the coding of your page, I think you'll understand what I'm trying to say. :-)
